ASSET has been presenting at the international conference “Best practices in implementing the International Health Regulations (IHR)” that was held on June 7th and 8th, 2018 in Athens, Greece. This initiative has been promoted by several European Agencies (Directorate for Health and Food Safety – DG SANTE; Consumers, Health, Agriculture and Food Executive Agency – CHAFEA; European Centre for Disease Prevention and Control – ECDC) as well as by the hosting Greek institutions.

Concerning the fields of cross-border health threats preparedness and response and IHR implementation, the specific conference objectives were to present: • an overview of the current European framework • the monitoring and evaluation framework adopted by WHO • experiences and challenges in achieving interoperability • the results of EU-funded projects • lessons to Greek and European public health authorities in revising national plans and improving operational procedures.

Based on the collection of best practices on this platform, ASSET experts prepared a document outlining the guidelines of civil society involvement in public health projects.

Vaccine-preventable Diseases and Immunization

In front of low rates of immunization, many claim for compulsory vaccination, especially as far as healthcare workers are concerned. Their institutional role and ethical purpose is to take care of a subgroup of citizens particularly weak, because of their health conditions. This is always true, but even more when immunocompromised or frail patients, vulnerable to infections, are involved. All healthcare workers have therefore a moral duty not to hurt people they have to take care of, following the ancient principle “Primum non nocere”.

The third issue of the ASSET Paper Series focuses on some highly delicate topics that lie at the intersection of science, ethics, politics, and economics. In the first article of the collection, Donato Greco, epidemiologist and public health expert, discusses about the role and the management of national borders when dealing with both the spread of an infectious disease and the flow of migrants or refugees, citing the recent EU decision on such a matter.

The fact that some vaccine preventable diseases have disappeared or are very rare following these vaccination programs can lead to parents believing there is no more need to vaccinate. Therefore, it is of huge importance that events like the European Immunization, helping maintain vaccination awareness and giving accurate and understandable information on immunization, exist. In this way, public confidence in immunization is less susceptible to be influenced by groups, websites or campaigns against vaccination. By acknowledging that every child deserves a healthy start in life, countries can use the European Immunization Week to increase awareness of the importance of immunization and to strengthen their immunization systems.
